鳳山溪再生水廠月底上線南台灣工業搶水可望舒緩

內政部營建署宣布，再生水廠「鳳山溪廠」將在本月22日完工通水，「永康廠」也即將展開招標，加上「臨海廠」也在進度中，應能在今年招商完成，三個再生水廠未來可望穩定提供南台灣工業用水。

營建署署長吳欣修8日前往高雄的鳳山溪再生水廠視察，鳳山溪廠預定要在本月22日通水，從上月開始試運轉，並進行供水至使用端的測試。月底正式運作後，一期可每日供給2.5萬噸的再生水給臨海工業區，2019年8月底二期完工，則將可供應至每日4.5萬噸。

吳欣修表示，鳳山溪廠試運轉狀況順利，在之前南部乾旱時，為工業用水注入強心針，給了產業發展穩定性提供正向助力。

除了鳳山溪廠就要正式上線，另臨海、永康兩座再生水廠，也按進度進行中。臨海廠將在今年完成，規模為每日3.3萬噸，與鳳山溪廠皆是將供水給高雄的臨海工業區，營建署估，兩再生水廠每年將可為大高雄地區提供約1/3座南化水庫有效蓄水量之新興水源，可有效舒緩當地水資源供給的壓力。

而台南的永康再生水廠，將於本月中旬展開招標，永康廠計畫要供水給南科的高科技產業製程使用，第一期2020年7月底前提供每天8,000噸再生水、2023年提升至每天1萬5500噸。

營建署下水道工程處處長陳志偉表示，「公共污水處理廠放流水回收再利用示範推動方案」，共有152億的預算，除了這三座，還有計畫要在台南的安平再建一座、台中有豐原、福田二座，目前正在用水端討論需求與規劃中，將在2020年前見眉目。

這六座再生水廠，預定皆會是利用民生污水處理再生後作為工業使用。雖然並不能強制工業區使用、每度成本也將高於自來水7到8元左右，不過，陳志偉表示，再生水能穩定供應，且可依不同產業需求提供需要的水質，都是再生水贏過自來水的優勢；再者，基於企業社會責任，或是如南科已有環評要求，也都是工業購買再生水的原因，未來政府將盡力媒合。

營建署將再生水計畫視為「帽子戲法」，認為這些再生水廠是「隱於市」的都市水庫，未來可逐步將部分工業使用的自來水還給民生使用，減緩民生用水壓力。不過，陳志偉也解釋，水資源還需由水利署以「用水計畫」來調度，並非製造了再生水給工業，就直接等於民生用水會增加多少可用的水。
