抗議空污法加嚴 500貨車上街頭
【台灣醒報記者楊蕓台北報導】「老車無罪！還我路權！」針對《空污法》將加嚴出廠10年以上的交通工具排放標準，衝擊全台7.3萬輛的一、二期大型柴油車。全國大貨車業者15日串聯500輛車主赴環保署抗議，認為空污防制責任不應轉嫁給老車司機承擔，並要求政府以「無息貸款」方式購買新車給車主；環保署則強調，政府並非淘汰10年以上汽機車，只要經保養符合4期標準，仍可正常使用。
《空氣汙染防制法》修正案日前三讀通過，要求車齡超過10年的汽機車，需檢驗合格才能上路，逾期未實施定期檢驗，最高可處6萬元的罰鍰，檢驗未通過也可能註銷牌照，引發老車車主強烈反彈。因現行約7.3萬輛的一、二期大型柴油車，若沒有加裝濾煙器，幾乎過不了檢驗，裝了又有損害引擎疑慮，此次修法等於讓老車直接被迫面臨淘汰命運。
為了全國老汽機貨車自救會和左翼聯盟15日走上街頭，號召500輛大貨車集結在環保署前表達抗議。左翼聯盟中央委員林深靖說，目前全台仍有數百萬輛10年以上車齡的汽機車，柴油車約有48萬輛，其中有8萬輛屬自營柴油司機，「我們支持政府改善空氣品質，但空汙防治的責任不應轉嫁給老車司機承擔」，自救會也誓言，若環保署仍不釋出善意，未來不排除癱瘓台北市交通。
為了協助車主汰換高污染老舊柴油大貨車，環保署預計投入170億經費，研擬「低利信貸方案」，辦理至111年。由環保署協調銀行提供優惠分期利率（約3～5％），再由環保署補助1％利息，協助車主以分期付款方式換購符合最新標準的新大貨車，目前報行政院核定中。但自救會主張，應由政府購買新車給車主，車主以無息貸款方式，每月繳交盈餘的3分之1，逐步償還車資給政府。
環保署重申，空污法有關加嚴出廠10年以上車輛排氣標準部分，為了讓車主有足夠時間因應，規劃自112年起，1至3期柴油大貨車要符合4期標準，若車輛車況經原廠保養廠，確認沒有不當擅調或改裝等情事，「車輛馬力因為自然劣化而達不到管制規範，只要黑煙符合規範，車輛仍可正常使用。」
